Well, there's certainly such a thing as a spinny push. The whole trick of getting a popup or net is to vary the amount of spin on your pushes.

As far as I know the only differentiation between a chop and a push is the push is over the table. Certainly the push is more likely to be flat than the chop, which is probably always going to be spinny, although a good chopper will vary the amount I'm sure.
