1) You don't soak the blade. You just apply a light coat.

2) I always varnish my new blades to prevent splintering. If your blade is already splintering you should still varnish it to prevent further splintering. When I am in a hurry and don't have time for varnish to dry, then I use hairspray. It dries in a matter of minutes, but unlike varnish it does not last forever.
