I didn't hear about such a project of the ITTF. I don't think that forbidding long pips would be a good idea, not only because I play with one of them :-) , but also because it would go against diversity in TT. If long pips were forbidden, so it might also be with speed glue.
But maybe the better thing to do would be going back to hardbats. :-)
