I play Penholder RPB and this is my forehand rubber, I played before with Stiga Clippa, Spinlord Waran and Hexer is similar to play with an inverted rubber. One of the weakness to play with short pips is the distance of the table, when you play far of the table (more than 2 m) the shoot is weak and with less spin, but Hexer is different, you can play a bit far of the table (you need to adjust the angle of the racket) , you can add a good amount of spin in your forehand (of course not at level of an inverted rubber but almost). You can add a good spin in the service and you can return the opponent service easy. You should adjust your block angle because this rubber is fast and not to defend. I recommend it to play with an Off blade a bit hard but not so fast. I play with a Stiga Nostalgic VII, Hexer Pips Force forehand, and Yasaka Rakza 7 backhand
