Another step to modernize table tennis

ITTF Press Release
The Annual General Meeting of the ITTF on Friday confirmed the decision from last year about making the service more visible for the receiver. On the agenda today was a discussion and a decision about the wording of the rule which will make it illegal to “hide” the ball with the free arm at the moment the ball is struck. The rule will be implemented 1st September this year.
“This is the last important step in our efforts to modernize table tennis. We want the receiver to have a fair chance to see what the server is doing when he hits the ball”, says ITTF-President Mr. Adham Sharara.
The AGM welcomed two new member associations at the meeting. Monaco and Solomon Islands became the member associations nr. 187 and 188.

Is the statement from ITTF accurate? I have just seen a different version on the English table tennis website http://www.etta.co.uk in which they refer to a change different to that on the ITTF site.
The ITTF site says the change is that you cannot "hide" the ball at point of contact. The English site quotes a wording which makes it illegal to hide the ball at "any" point after it is thrown up.
